  CCISUA General Assembly Adopts an Ambitious Agenda, Elects New Bureau for 2010-2011

31-5-2010 | THE HAGUE - The XXV CCISUA General Assembly completed its work on Saturday, 29 May 2010, bringing to a close an intensive week of discussion and debate on a wide range of common system issues. Co-hosted by the Staff Unions of the International Criminal Tribunal for the former Yugoslavia and the Staff Council of the International Criminal Court, the assembly addressed such topics as the General Service Salary Survey Methodology, the Special Operations Approach, Staff Security, Safety and Health and Administration of Justice.

The Federation welcomed its newest members, the Staff Council of the International Criminal Court, the World Food Programme Professional Staff Association and the UNOG Coordinating Council, the latter returning after a short absence from CCISUA. The growth of the Federation was seen as the product of CCISUA’s renewal process, which continued to produce results. However, the membership unanimously recognized the challenges ahead. As noted by the outgoing President, Chris Land-Kazlauskas in his opening statement, “while CCISUA has grown both in numbers and in the recognition of its work, we continue to face serious challenges to which we, as a Federation must respond with commitment, professionalism and integrity.”

CCISUA was honoured by the presence of President Robinson and Registrar Hocking of ICTY, and Registrar Arbia of ICC. The GA was joined by the Chairman of the International Civil Service Commission, a delegation from the General Federation of Trade Unions (UK) as well as the Director of the UN Joint Staff Pension Fund’s European Office. It was also connected by videoconference with Dr. Asha Rose Migiro, Deputy Secretary-General, Mr. Gregory Starr, Under Secretary-General for the Department of Safety and Security, and numerous colleagues from AOJ and the Office of Staff Legal Affairs.

The final day of the Assembly saw numerous Resolutions adopted, most notably on the system of Administration of Justice, the independence of unions and associations in the UN System, and the use of short-term contracts in the UN System. A new Bureau was elected, comprising: Rita Wallace (UNICEF GSA) as President, Mulutsega Legasse (ECA) as First Vice-President, Stefano Berterame (UN Staff Union – Vienna) as Second Vice-President, Ridha Zargouni (UNOG Staff Coordinating Council) as Third Vice-President, and Guy Avognon (UNHCR Staff Council) as Treasurer.

In closing the Assembly, CCISUA President Rita Wallace stressed the need to continue with the Federation’s strategy of growing and professionalizing. She said, “I firmly believe that we as a Federation – as a grouping of dedicated and like-minded organizations – have turned a corner. And we must continue along the same path, becoming strong and independent staff representative bodies and constructive counterparts on key common system issues, in order to ensure our long-term success. This success can only be gauged by vigorously defending and promoting the rights and interests of our members.”
